he's attracted to you but he's not mad over heals about you to fall "IN LOVE". might be keeping his option open

It makes sense. The way I see it is you love him but are not in love with him.

Yes it makes sense.
I have loved someone but not been in love.
You can care deeply about someone (almost in a friend sense) but not be in love with them ( in the head over heels way)
