According to Edmunds.com it is the Chevrolet Aveo.

The honda Insight gets 60 miles per gallon, but it's quite pricey.
You can try the Chevy Aveo, costs around 8,600 brand new and gets 37 miles per gallon. That's the cheapest one I know of. They are a new version of what was formerly called the Chevy Metro, and I own one. It is a very reliable car.

As much as I hate it, the scion XB was rated as the most cost effective new car per initial cost, insurance cost, gas mileage, and repair costs.

Of course a good reliable used car is going to cost less than most new cars.

Remember that the overall cost of ownership is different from just the mileage and cost of the car. you have to consider things like Repair frequency, Repair cost, Insurance etc.
I'd put these on top of your list:

Honda FIT
Toyota ECHO
Honda CIVIC
Toyota Corolla

You simply cant go wrong with one of the above!

Diesel jetta, however I don't like timing belts. So I'd go with Toyota Corrola.To many complaints on Chevy Aveo. www.carsurvey.org.

Not from personal experience because I drive an SUV, but I hear the Jetta is very fuel efficient and affordable.
