I start defrag utility, then about 3/4 of the way it stops and says there's something wrong that scandisk can fix, I run scandisk and defrag but get the same thing again.

Please don't say 'run scandisk in thorough mode' because that's not an option in XP

Also my Human Interface Device is disabled in Device Manager. How do I enable it so my webcam will work?

sounds like your hard drive is to full to complete a defrag. you need somewhere around 10% empty space for the program to move existing files.
back up your music or video library on cd/dvd then delete them from your hard drive. that should give enough room to complete the task.

Run Chkdsk/f from the Command line, then run defrag from the Command line after a reboot.

With Human Interface, just go to Device manager, right click and enable, also you may need to enable a service in the Service Manager

For one thing, if you are having issues with defrag asking you to run scandisk, that usually means part of your hard drive is damaged. You could try running a 3rd party (and usually much better and more in-depth) defrag utility such as Diskkeeper

You might want to run a scandisk scan that checks the surface of the drive for damage, as well. I would probably do this overnight because it can take quite a while.
