Not sure if the "cheap, inexpensive..." thing is a gift or if you're looking for ideas for a date.
The best thing I can advise you is to get to know as much as you can about her and do something you know she'd like. If you show that you put a lot of thought and planning into it, it will impress her more than what you spend. If she likes animals, maybe take her to the zoo. If she likes sports - maybe a school game or match. If she likes poetry, go to a used bookstore and find a book of poetry for her. Or find out her favorite author and buy one of his/her books. A bottle of scented lotion is always welcome this time of year, and it's not very expensive. Flowers - even the fresh boquets you can find in supermarkets for $3-5 are a nice surprise. Again, it's not the $$ but the thought you put into it that will make it special. Good for you for caring enough to research it ahead of time. Good luck, my friend!

Go with something really understated. Even when someone really likes another person, lots of people are uncomfortable with gifts. I would say flowers or even a single rose bought from a florist so that it can be wrapped, with baby's breath, and a ribbon.
I just re-read your question and you're not looking for a gift. How about a museum? Some have free days, or reduced admission. Particularly a place like a natural history museum...it's fun but it also lets you guys be able to talk.

Well you told us nothing about the girl so you can't hope for any more than broad generalities. If she is an active girl, then pick an active activity - bowling, puttputt, tennis, etc. Movies are good bets for most people, provided that you don't pick something repulsive to her. Dinner out with a parent chauffer? Something a friend of my son did, was to take the girl to the park and then my son catered a meal for them, it was kind of cool. But, the main thing is to pay strict attention to the girl and try not to over-extend yourself and the date; a bit here, a bit there works better in the long term.

Yes, if she said "soon," that's good. Pick another day in the next week or so and ask her again. An inexpensive date might be to go to a game at school, or a daytime date of walking at a park or a nice place in the area. You could bring soft drinks.

At 15, it is very important to make a good impression ~ and anyone who tells you to stop worrying forgets what it's like to be that age! (im glad you are taking care of school though)
Taking a teenage girl out in general now a days shows she's special, considering that most of the dating scene has disappeared and people have stopped "wooing."
If you want to DO something, you might try going to the local theater (of course) or since it's winter, you might take her to one of those really fun indoor bumper/racing car places. It's always good to make her laugh!
DONT be over the top (like writing poetry and giving her a key to your heart w/e) because you ARE 15 and a guy . . . LOL
If you want to go out to eat, just look on your yahoo local pages and look up restaurants. Don't take her to burger king, but try maybe chinese? It's nice to sit down at a chinese restaurant and talk over their yummy food (omg now im craving :D)
Good luck! And of course remember you are 15 and if your attempts don't work, they'll always get better as you get older!

You should take her to a scrapbook store and buy stuff for her to scrapbook. Then that night take her home and scrapbook with her. Help her cut out the pictures, label the pages, etc. You could even scrapbook your future together. Scrapbook your wedding, kids, vacations, and so on. She would LOVE it! Just spend the whole night scrapbooking. I have tried doing this on dates before but has never worked, but it can certainly work for you. Try it!

Try something like a "Fair", you'll be in public and generally aren't that expensive. This shold not be about buying things, but about spending time together, she'll feel comfortable in public and you can always find something to talk about in a fair...get her something like,(your name on a grain of rice, or bracelet w/ her name) Good luck kid.

Well since it's cold outside, take her bowling or ice skating, something you can do together that will create a memory. After you do that, go somewhere and get something to eat or get dessert together and just try to keep the conversation going.

Well you guessed it studies come first. But if you like her just show her that by being a good kind person. Listen to what she has to say and just give her respect.
