First take a good look at each phone. Take them apart (if you can) and look for anything attached. Then follow the line from each telephone and make sure there is not any other device until the lines meet. They should meet at a NID (Network Interface Device) outside your home. If you find something suspicious contact the police. Tapping a phone without a court order is a crime. All states require at least one party's consent for a phone conversation to be recorded. If there is a "Spy Store" in your area, check it out. Ask to look at telephone monitoring devices. This should give you an idea of what to look for.

On some of the other answers, your concern over the phone is your business.
In this day-and-age it's very hard to tell if your phone is tapped or "bugged". The good news is there are a number of services out there that can "sweep" your home, phones and even car to detect added devices. These include taps, tracking devices (on cars), activation traps (they record the numbers of calls going in and out), etc. There is allot out there.
If you can't find a service in your community let me know and I can point you to some friends in Chicago that can help -- very professional and honest. They can work with you on helping you check your own home.
