I have taken a shovel and thrown his dog's crap back on his lawn. Any suggestions?

Been there. HB told the neighbor that her dog left something in our yard and she needed to come get it. She did and we've had no real problems since. (Mind you, this didn't happen accidentally once or twice. She would open the door and just let her dog run into our yard and poop.)

Politely inform your neighbor that their dog has been relieving itself in your yard. Most will apologize and make an effort to deal with their dog appropriately.
If that doesn't work call Animal Control or your HOA to see if there is something they can suggest. Most communities have laws stating that dogs must be kept on a leash - and there are requirements for disposing of dog waste. You may be able to file a complaint - and they could be issued a citation.
You neighbor is infringing on your rights by allowing this (they know their mutt is on the loose), so don't feel bad about taking action.

Are you 100% sure it is that particular dogs poop?
Figure out when he brings the dog over to crap and spy out the window. When the dog is done and they start to walk away, open the front door and hold out a plastic bag and say, "I notice you have been forgetting to pick up after your dog, here's a bag for today but after this, you'll need to start bringing your own."

I think the shovel thing is a good idea. I would bag it all up and put it on the guy's front porch with a note that said if they continued to allow their dog to poop in your yard without cleaning it up, you would be calling code enforcement.

Just..kidding. Then they'll be ready to send you to jail.
You should approach your neighbors in a pleasant way (wait til you have cooled down a bit), and let them know that you don't appreciate it. If nothing is resolved, talk to the landlord. You could put up a fence...but that might cost ya a grip.
