Next time they call say that this is a notice to them. Do not call here again, the person you seek is not here. You then contact the phone company and tell them of a harassing phone call. They can be prosecuted for this. Call the phone company after every call they make.

You have a few different options:
1 - The next time they call - tell them not to call again (that would be a temporary solution because a verbal request is only good for 3 days.
2 - If you can - find out what collection agency is calling you and send them a certified letter requesting that the stop contacting you. This is legally binding - they can be sued if they disregard this notice. But certified mail is a must - otherwise you have no proof that they received the letter.
3 - Ask to speak to a manager. If you are lucky enough to get in touch with one, explain that they have the wrong number and request that your phone number be deleted from their database.
Collection agencies use automatic dialers - once someone picks up the phone then a collector is then put on the line. They are dogmatic, rude and unyielding - and they think that everyone is lying to them so you will get zero results by trying to reason with them. If you hang up - the number is still in the system to be contacted - so they same garbage will happen another day.
I used to work for a collection agency (in the accounting department) so I know the rules that they must follow. If none of this works - you can also contact your State Attorney General's office (they fear notices from them).

This happened to me when I first moved into my apartment. What you do is call the phone company. They can block up to 5 numbers for free. After that you pay, but I'm sure it's just one company. Or you can put a block on your phone for anonymous callers or from 800 or 900 numbers. Or you can put a screen on your phone that makes callers state who they are when they call from those Numbers, so you can decide before you actually talk to them if you want the call.
If all that fails, which I don't see why it would, change your number. If you just moved within a month the phone company will do it for free.

I get that all the time, when you tell them to stop they get a rush, and want to call more. So i just let the phone ring if ya got caller i.d. I wouldn't suggest changing phone number , t's not fair to your mom to change her number do to annoying agencies. Can she ask to speak to their boss to get her off the calling list and stating that it is the wrong number?.
Everyone gets these types of phone calls, it's just one of those few agitating things people have to learn to deal with, like when knocking your toe on the side of the coffee table over and over again lol.

See if you can find a telephone number that is no longer in service. Call that number and record the tones and the phone company message. If the message repeats record that too so that you have one smooth recording. Transfer that recording to your announcement message on your answering machine.
Tell your phone contacts what you have done so they won't be mislead. This method should stop the calls.

The collection agency may not believe her, because people use every trick in the book to try to get out of paying their bills. She should probably write them a letter.

report them to the BBB or some other governing agency. It happened here also. THose people are absurdly stupid and stubborn and will not believe you if you tell them the person moved. Like its my freaking fault they are deadbeats. Also... when they get rude, record all conversations. Maybe you can get some money for a harassment suit.

have here contact you cell company and tell them she is getting harassing phone calls and have them block the number. when they call tell them you are not the person and you willl be reporting this harasment

basically enable all his calls bypass to voicemail and delete his messages and texts without interpreting or listening to them. and don't touch him returned. Then deliver a sacrifice to the Caller identity god. it is not correct that he knows you have your cellular telephone. that would not obligate you to respond to it or respond to each little thing that comes via on it.
