Someone shouldn't have bad breath all the time. Occassionally is normal, but not all the time. Certain medications can cause bad breath, gum disease, which is caused by not brushing and flossing every day. Digestive problems can cause bad breath as well. A trip to the dentist is in order to rule out gum disease first. If everything checks out fine there, then a trip to the doctor is needed for further testing. Certain foods cause this problem too, such as garlic, onions, etc.. but it's doubtful that a person eats something EVERY DAY that causes their breath to smell bad.

Bacteria and/or Diet. Good hygiene should resolve a bad breath problem. Keep a mintbox handy.

bacteria lives inside mouths especially on tongues which creates bad breath

I had chronic bad breath before and it was because I did not floss regualrly and I had tartar buildup underneath my gumline, getting it all outa there was a terribly painful and long procedure.
