a banksman is the person who sends the men and materials into a mine ,an onsetter is his opposite number (the man who is at the bottom of the shaft who takes things off.

Hi. A banks man is someone who directs the driver or operator of a machine. He also loads and unloads the machine. The person who directs a crane driver and hooks up and unhooks the load to be lifted is a banks man.

Could well be something to do with mines as there were many mines in the Bagillt area.
Have a look at Bagillt's local history site (Note the correct spelling)

A "banksman" was a person who was in charge of machinery.
my uncle was a banksman in a coal-pit in charge of the winding gear that took the cages up and down the pit-shaft in the mid 1800's
