What should I do? Is there a serious problem?Is this problem affects to my disability to sent photos by e-mail?

try running the following two menus of ccleaner, it will remove if it is an obsolete entry. I think it should not be related with your ability to send photos by emails in case you are using a web based email service like Yahoo Mail or hotmail, Gmail etc etc
cleaner > Analyze > Run Cleaner
issues > Scan For Issues > Fix Selected Issues

Ouch , well that could be either a virus or a spyware problem , now first do the scans for both the virus and the spyware , then , disable and enable the windows update , cause sometimes if your xp is updating and for some reason it stop in the middle of something then that can cause problems

Virus!!! Get a virus scan as soon as possible. Not likely to affect your ability of sending photos.

your missing the .dll file go to google and search the error message or search for the .dll file
