Is it true that cleanser doesn't deep cleanse your skin?
Can i just skip the toner?
I encounter my cheeks irritated after i apply some toner.
What should i do?

you are probably allergic to that brand of toner. Might want to try different brands. If they are all the same good possibility you are allergic to the basic ingredients in toner.

Is that a tingling sensation? sometimes it does that. maybe your skin still adjusting to the toner.. I would prefer using a toner, as it tones the skin and sometimes helps make those pores looks smaller..

you may be having an allergic reaction. stop using it.
