It is talking about the hypocrites that mock the Message and close their eyes and put their hands on their ears so they would not hear it. How foolish of them!




2:14 And when they meet those who have attained to faith, they assert, "We believe [as you believe]"; but when they find themselves alone with their- evil impulses, [10] they say, "Verily, we are with you; we were only mocking!"

2:15 Allah will throw back their mockery on them, and give them rope in their trespasses; so they will wander like blind ones (To and fro).

2:16 [for] it is they who have taken error in exchange for guidance; and neither has their bargain brought them gain, nor have they found guidance [elsewhere].

[16] These are they who have purchased error for guidance, so their commerce was profitless. And they were not guided.
Quran 2:16

these are the people who says we have believe in God and the day of judgement, but they didn't really believe. they try to trick God and the believers but they only trick their own selves. And when it is said to them: "Make not mischief on the earth," they say: "We are only peace-makers." Verily! They are the ones who make mischief, but they perceive not.

And when it is said to them (hypocrites): "Believe as the people have believed," they say: "Shall we believe as the fools have believed?" Verily, they are the fools, but they know not.

And when they meet those who believe, they say: "We believe," but when they are alone with their Shayâtin (devils - polytheists, hypocrites), they say: "Truly, we are with you; verily, we were but mocking."
