It looks like a standart vhs cassette but all I get when trying to view is static on the tv screen. Can it be converted to our format, and if so, how do I do it?

You need to convert it to NTSC format.
Check your local yellow pages for a video conversion store.
They can convert it to VHS tape or even DVD.

You can get a VCR that plays the European PAL format. We use NTSC in the states. Some VCRs are switchable.

try to clean the head of your player it might be dirty, if not playing it might be in other format if your camera is pal / secam it will not play on ntsc player read the manual of your player to convert it to pl\al / secam to ntsc (vise versa) if still not convert it using pinacle studio card transfer it for yur camera to vcd so you will have hardcopy on cd's you can now start bussiness of converting vhs to vcd i think that card cost about 50 to 60 usdollar or bring it to store's converting to vcd
