JJ S had it right as far as what we the police always called the thin blue line. It was a thin line of people (thin because it was stretched trying to cover a large area) who seperated the normal people from the chaos of criminals and evil-doers who would be intent on hurting them.
I know there are some people out there who hate cops, it is a sad fact of life. But, most cops are doing a pretty thankless job for not a whole lot of pay because we love the work.

Sometimes, during an investigation or interview, the police have to bend the rules a little to get the information they need. If they go too far, they've crossed the 'the thin blue line'.
