It is more of an observation than a rule.

If someone is ambitious and finds a good way to provide a good or service that others need, they tend to keep using the successful techniques to provide similar goods and services that people want.

In this way, they seem to gather more success.

Some, when they acquire some capital, seem to be less able to provide something that others value, and their capital tends to diminish over time.

Learn from this.
Do things that others value, so others will give you something of value in return.

People that sit around expecting others to do them favors soon run out! Lobbying for more without producing more value soon becomes unsuccessful, when others catch on.

There is room, however, for helping those who cannot possibly produce anything of value to others, and room to help those who are trying to start providing value to others become established.

This is a reference to obedience, stewardship and responsibility. A good example of this is given in the parable of the ten talents. The servants that were faithful to their master were rewarded. the unfaithful servant lost everything and what he had was given to the most profitable servant. In our corrupt world today those who pile up riches for the sake of doing so will loose all to those who humble themselves before the Lord. This is mentioned in the Book of Ecclesiastes, and excellent discourse on the folly of riches. The kingdom of heaven and all that is in it is for those who serve God and divest themselves of the trinkets and baubles of this world. The kingdom of heaven is what is important.

The story is about two priciples:

1.Sowing and reaping and taht your havest will be determined by your seed.

2. Stewardship... the greater care you take with that which is anothers the more you will have of you own.

it means that those that are blessed to have a lot of money should help the poor, talents should use them for good not evil and those that are wise are expected to help those lacking in that department.
