Not entirely. The norm like banks, offices, schools and factories...etc. Yes. But many shops and tons of restaurants opens for businesses. All the hotels with food outlets are open and there are usually some special promotions going on.

some shops and businesses are closed during that time, but a lot is still open. chinese families will normally spend the first 2 days (feb 18-19 this year) visiting relatives so public transport is usually busy. i think they have fireworks shows on sometime over the new year. head down to tsim sha tsui to see that. you can also head over to an island like lamma or cheung chau, go to sai kung or stroll around the streets of kowloon

There lots to do! Most banks and schools are close but shopping malls will be open!!!
