Interesting question and a good matchup. Both Angott and Ortiz had outstading boxing skills and both were rather cagey inside the ring. Angott was a very clever boxer that done a lot of holding. Ortiz is the more aggressive fighter of the two and this would lead him to a close decision victory.

ORTIZ - W 61 (KO's 30) TF 70 - W pct 87% - KO pct 43% - wins over Lane[2], J. Brown, Eldore, Ramos and K. Buchanan - #60 ranked fighters
Two fighters that both were good boxers. I see Ortiz as winner by a close but 15 rd unanimous decision.
