It means putting that person in a position where you have the upper hand and he has no choice but to do what you want. This is a term borrowed from wrestling, in which it represents a grappling hold around the neck. However, it is more familiar in everyday use in relation to dogs, who are put on a lead with a choke collar when taken for a walk. This collar assists to pull them back by grasping them firmly round the neck if they attempt to stray. I think that this gives the idea of what it is like to put someone into a choke!

Do you mean a choke hold? This is a wrestling term when someone comes up behind you and presses their forearm into your throat, holding onto the hand of that arm to tighten their grip and cut of your air supply i.e choke you.
There is also the choke in a car that helps the engine to start - mainly in older cars.
