It depends where you are. Some countries may or may not recognize it as valid.

YES! Your TX DL is valid while you are stationed outside the state of TX and serving on active duty or EAD with the Guard or Reserves. You must renew it within 90 days of returning to TX or the end of your active duty tour.
One oddidy with TX, however, that you should be aware of. Your license will drop off the TX DPS computer system 2 years after the expiration date. If a cop runs a check outside of normal business hours you will come back as unlicensed. (During normal business hours the DPS will do a manual lookup and will report you as having an expired license but your military ID will make it valid.) You can get around this one of two ways. The DPS can issue you a card that explains this; carry it with your license. OR, the DPS will issue renew your license by mail. For either of these, contact the head DPS license office in Austin.
I served for over 20 years while domiciled in TX. My TX DL was "expired" for a significant part of that time but I was legal all the way.
And folks, if you don't know the answer, please keep it to yourself! Not all states grant this extension to military personnel, but TX most certainly does!

even if you were the president of the United States, if you have an expired drivers license, you`d still have an expired drivers license, won`t be valid anywhere...

What does being in the military have to do with it? Expired is expired.
