My fiance wants to move to Idaho to be with his family and have a chance to discharge his number. His x is phsyco and his no contact order put him back again and she showed up at our house! Go figure! Sad but true! Anyway He really needs this transfer and the state of calif says no! who can override this decision

There are rules that are set up by each of the 50 states that govern when/how a parolee/probationer can move from one state to another. For example, does your boyfriend have a permanent residence or employment in Idaho? Just having family in the state does not mean that he will have a permanent residence. His parole officer may be denying the transfer if all of his financial obligations are not met (ie restitution, court fines, fees, etc.). Plus there are usually fees to even begin the transfer process.

Who is denying the move? You first say the parole agent and then you say the state of Calif. is denying the move.

If the parole officer is holding up the move, you should be able to go to the parole board and try to convince them that allowing him to move to Idaho is a good idea. If the board is the one denying the move, I'm not sure who you would appeal the decision to. You could ask the board to reconsider the move. I would suggest you retain an attorney for this appeal. The lawyer might make a more eloquent plea for your fiance.
