I'm looking for something that is pretty reliable and has fairly low miles (less than 30,000). The more I look, the more unsure I am. Maybe I should keep my crappy Nissan.

Lots of excellent choices for that price or less. Honda Accord EX, Toyota Camry XLE or hybrid, fully loaded Toyota Prius, Nissan Maxima, Toyota RAV4, Honda CRV. Those are the best ones I can think of, and you could get them new or almost new for $28K.
