Really hard to answer. It's like asking what is the best food to eat: Lobster; Fillet Steak or Venison. Each is fantastic for different reasons.
I have lived in London and NY and also visited Tokyo.
For me, the decision would be between London and NY.
Tokyo is wonderful - but it is a strange place. Japanese people and culture is VERY different from the West. If you could cope with the language difficulties - the city is wonderful, clean and vibrant, BUT very few speak English.
I loved New York - but I found it brash and a little bit vulgar. I thought is was a city broken into communities - everyone living together because they had no choice, not living together by sharing values and friendships.
For me, the choice would be London. It is vibrant, genuinely cosmopolitan, cultured. Like any big city is it very expensive - and to live well in London costs an absolute fortune. The only bad thing is the weather !

New York, London, and Tokyo are CiTIES not countries... Go for good ol NYC :)

No, I love Tokyo. Thought I'd probably have fun in a demon-infested Tokyo, fighting, contracting, summoning, and fusing demons and kicking-***. Or, I could stick to playing Shin Megami Tensei.

tokyo would be good. but i wouldnt want to live in tokyo. i just thing its crowded. thats all. but for me... i love both new york and london. but maybe first new york, 2nd london, 3rd tokyo. but really its up to u. just follow ur heart. which one u feel like.

i've been to new york. didnt like it. i would recommend London. Just cause i really wanna go there

london (great britain) my husbands cousin went there to live after she married a londoner, says she loves it.
