he is 22. goes to gym everyday. we live in different cities (3 hours away, not too bad). been together 3 years. he works full time. he is also a full time student. so he is very busy and tired all the time.

Not to be crass, but most guys in a serious relationship expect some nookie on Valentine's Day. Maybe the best present would be to plan a simple but relaxing weekend away just for the two of you to make a priority of each other instead of the usual daily nuisances.
