No - it is not an inconsiderate to question why others might be nasty
Well on the day there were heaps of police, national guard and US military about. More than usual. And not much else to do except keep people away.

What you saw on that morning (and the next) was extraordinary. New York was very vulnerable, as were all the citizens lying around on the streets waiting for a way out of Manhattan.
Very few reported crimes. No looting, no robbing, no mugging, no violence.
As an American, they made me proud.

I would say that any red blooded American worth his salt, would have been more concerned with the massive shock of what occurred and the great loss of life of other American citizens than robbing a bank!

because the country was in shock. criminals are still human. they were probably as outraged and shocked as the rest of the country
