I don't know much about it. I've never been to Tijuana. But I'll tell you what I've heard and some others can correct me or whatever.
My brother once told me that I really don't want to wind up in jail in Mexico. I told him I typically try to avoid incarceration wherever I go. He said that's good but in Mexico it's worse. He had been put in jail in Tijuana and wasn't fed. The prisoners rely on their friends, family, and other locals to bring them food. He also told me that the police department was basically an entrepreneurial endeavor. They would shake down any Americans for any reason.
I doubt there are many people on Yahoo Answers that frequent the type of neighborhoods and establishments that my brother does so I suspect his impression differs from most people's that are logged on. But, he usually isn't completely full of sh*t. If some of the stories he told me are true, I can see why the police aren't allowed to have guns.

Just goes to show how much the Mexican government respects their people. They have turned them into bushmen. No offense to anyone, just a dose of reality.
