They are killing machines given a job that they were never meant to be in. Being policemen. They (or their leadership) preformed extremely poorly when the government fell and they did not stop the looting.
The leadership of the solders are them selves in a situation where they are not pacifically deigned for, rebuilding a country. Even the non-military, civilian leadership are concerned more about making profits in the war torn country then rebuilding.
They leave that to new infant government that is trying to just stand up on its own two feet.
The solders are still people. Some good, some bad. Sent to a country that does not want them or needed them. They will behave according to their training and how they were brought up in their families and religious background.
They can be both honest and kind or brutal and selfish.

Getting tired of explaining this. We treat the iraqi people generously. We give them food, rebuild their houses and hospitals. I remember several times handing out water and candy bars to children in baghdad. Its funny though, we do all this, and then 10 seconds later, someone shoots at us, nice huh? Yet we stay, and do our job. Ask how the insurgents treat us, especially with ones they get after they are killed, i guess its ok for them to drag dead bodies through the streets, dismember them and sing and dance in the streets while doing it, thats cool, but a wrong and bad decision by an american happens, the whole world is angry.

Although Abu-Ghuraib Jail like incidents are there but not all the people are bad.
Good or bad, but why should the foreign soldiers be there, at first place, to treat the native inhabitants?
I do not blame the soldiers for their behavior if it is bad, they are there as occupation forces and occupation forces behave like occupation forces. It is their commander In Chief who is to be blamed for injuring the humanity.
Locals will never accept them as their Honorable guests and shall always watch them with raised eyebrows and hate them till they hear their return plans.
Let Iraqis treat each other the way they want to.

American soldiers have historically been very good to civilians of countries they're occupying, that's still the case today.
