It is a ridiculous law. Reason being your brain isn't fully developed until you're about 25. 21 has nothing to do with that, it's simply assuming you'll magically be mature by then. I think it's dangerous to not at least let them buy beer at 18 because those who have never had alcohol before or never got introduced are gonna be a lot more reckless when they turn 21. It's not allowing anyone to become familiar with it so they can drink safely.

You can go to many clubs at the age of 18 or 19, that is to enter, but drinking "legally" and not get in trouble or get the establishment in trouble is 21 to drink...

In the US. We're 21 to buy alcohol and varrying ages to actually go to pubs/bars. Officially the ages are set by each state for drinking (the federal government will hold federal funds if they don't set the drinking age to 21) so the ages to get into a bar varry by state as well as by individual establishment. Most bars require you to be either 18 or 21 to get in.
I've not been in the military, but I hear that on base the age is 18 for anyone enlisted. This is to circumvent the old enough to die but not old enough to drink argument.

In Italy is 16; that's for buying, no age limitation for drinking, though.
Currently some politicians are thinking about raising to 18.
Edit
fbibbiani, I guarantee in Italy it's currently 16, not 18.
