Are you talking about just colorizing one point of focus?

In Paintshop Pro - just duplicate the background layer and then render that layer Black & White (look for a desaturate option).

Then choose a soft brush and erase what you want colored (say the eyes).

This way the eyes from the colored layer below show through.

If you are looking to just enhance the color you'd perform similar steps by duplicating the background layer. Enhancing the color of the entire image.

Use the selection tool to create a quick selection around the item (lips) and select the inverse. Delete everything in the new selection.

use a soft edged eraser tool to fine tune the selection to create a nice blend.
