what evidence do you need to get them fined? is it your word as witness against theirs? should i try to take a picture? how do i figure out who it is? can i ask the police to help?

Go get some ground up cayenne pepper and spread it at the edge of you yard...that dog won't want to come near your yard again.

First of all, you need to put this thing in perspective. It's not worth lawyers and the SWAT team. You may well be able to solve it amicably.

If your schedule permits, you need to FIND out (not figure out) who the culprit(s) are. This may mean camping out at your window a while. If you see a dog and owner approach, you might just make them aware of your presence, and that should send them on their way. If not, you whip out your ever-present plastic bag and "offer" it to the owner.

If your schedule does not permit this kind of vigilance, and you really want it to stop, why not set up a discreet little doggie station, complete with cleanup bags and as nonconfrontational a sign as you can manage, like: "If your doggie really can't hold it in another second, please use one of these cleanup bags. Thanks!"

You really don't want to get into hostility and dog poop revenges.

Do not under call the police! We do not deal with doggy doo doo complaints.
If you are certain that you know which doggy is doing the doo doo and where it lives, then have the doo doo cleaned up and send the bill to the owner. If the owner refuses to pay it, take them to small claims court.

collect the droppings for a couple weeks. after you have a satisfactory amount follow the bugger home and leave it on their doorstep, or in their mailbox... LOL that will teach them!
