Is there a way to make a normal "day" picture into an evening picture... or do you reccomend how to give this effect using certain filters, backgrounds, etc..... thanks!!!

Experiment with various "Enhance" options such as "Adjust lighting" and "Adjust brightness and contrast". You can also play with "Adjust Colors" to bluer (twilight) or redder (sunset).

Depending on the picture the is often only so much you can do to create a realistic effect. If the original picture has strong shadows then these will give away the fact the picture was shot in daytime.

Remember that Photoshop Elements has an Undo feature so try anything. Of course always keep an extra copy of the photo as a backup.
