Frauds are crimes that can be either a federal offense or a state offense.
Fraud is obtaining goods, services or money under false pretenses. For instance, I sell you a car for $10,000; you pay the money but I don't deliver the car. I have commited a fraud.
A felony is a classification of the seriousness of the crime. I committ a fraud that cheats you out of $500. That would probably be a misdemeanor fraud. I cheat you out of the $10,000 car, that's felony. For frauds, the usual difference for a felony charge is the amount of money or value of the property involved.
The difference between a federal offense and a state offense is who and where did the fraud take place. Going back to the car deal, that would be a state offense as neither you nor the car are part of the Federal government. If I go to the VA hospital and get medical treatment by claiming I am a veteran, and they find out I'm not. I have defrauded the federal government and would be charged with a federal offense.

It is generally state, but it can also be both. For example,a corporation has branches in other states, and they defraud employees and others at all their branches , then this act falls also under federal jurisdiction, because of the Interstate Commerce Act[crossing state lines]. The feds can investigate and prosecute this corporation as a single entity, along with the states involved.
