I have them everywhere that I shave. I always put lotion on my legs but I still get the in-grown hairs. I only put lotion on the other places if they get dry, but I figure it wouldn't help anyway since it doesn't help on my legs. Is there another way to get rid of them?

You have my sympathy; I also have a problem with in-grown hairs. I've tried many, many lotions, including those containing some type of acid (e.g., glycolic); those without any type of acid clog the hair follicle and encourage in-grown hairs, while those with some type of acid get really expensive and don't help my dry skin. Over the years what I've found works best is this:
Every time I shower or bath I exfoliate using a Japanese Bath Brush (amazon.com) and Kiehl's Creme de Corps Nurturing Body Washing Cream (kiehls.com). Then I use Kiehl's Creme de Corp body lotion. (No, I don't work for Kiehl's.) Then, whenever I do shave, I follow up with TendSkin, available at most pharmacies.
I should also note that I try not to remove in-grown hairs myself; it's a recipe for scarring and continued, perhaps worsened problems when that hair grows back. Second, I have not found that waxing solves the problem; if anything, it's worse (although I still use waxing for certain areas). Good luck!

Wet a washcloth in hot water, wring it out, and put it on the ingrown hair. That will help draw it out, and stop the soreness. Don't mess with it too much though, you dont want it to get infected. Also, like mentioned before, exfolliating before you shave is a great suggestion. Also, try a different lotion... Maybe use a lighter formula on your legs.

Exfoliate after you shave. Sloughing off the dead skin will help prevent the in-grown hairs.

Exfoliate regularly with a lufa or glove. Apply a moisturizer that is not clogging or oily. A good one might be Aveeno.

maybe a lighter lotion that wont clog your pores so much. Or a water based one.
I just wax. saves me from alot of ingrown hairs.
Use anti bacterial soap to prevent infections
You could always pop em like a zit.

stop shaving, you get in grown hairs because u shave try waxing

first of all u have to take out the ingrown hairs asap.. because if u dont it will keep growing under your skin... you should get a needle.. but remember to clean it well.. and gently like rip the skin... it doesnt hurt at all even tho it sound painful.. once the ingrown hair is reachable then wit a pair of tweezers pull it out... GOOD LUK!! <3
