It either means he's that still figuring you out, that he doesn't like you (and doesn't want to be mean about it), or that he likes someone else too and can't decide if he likes her better.
Either way, you should probably write this guy off if he doesn't decide soon. There is no reason to ever settle for anyone who doesn't think you're the bomb. :)

It means he doesn't know if he likes you the way you want him to like you. Girls are very confusing when it comes to that stuff and we know nothing about it. That's why we suck at it and cheat. We don't know what to do. So we hit it and quit it or cut and run.

He is in the stage of "decision-making." He is still trying to figure out if he can be with you. Sort of weighing out the good and bad. He needs time, thats all.
