Internet Options > Security > restricted sites and add it there

Next time an unwanted site appears, select and copy the address in the address bar.

Go to:

Yahoo Mail
Options
Block
Paste the address in the box to block.

you can use NetDog : http://www.netdogsoft.com
just add the site to "always blocked website list" in NetDogAdmin.exe

assume its a popup, search for the site on your puter. delete it.
