First of all they must find Boats and Ships facinating.
My son was in the Jr Navy ROTC in High School. He loved it. But when it came to a career he picked Army. Why? He told me he did not want to spend days, weeks, months, years on a ship at sea. If this is the case, there are other branches of the Military to look into.
Also sailors do not have a great family life. Many end up divorced and many are never around to raise their kids. Back in a day, a sailor loved girls in each port not caring about those hurt back home. It was common.
Others decided being unmarried was best. They stayed in the Navy and never had families. Those die lonely. I have seen a few, the beards, the long hair, the old clothes. They never had a reason to look good, for whom?
The Navy is pushing their Nuclear Program to youth. They have high bonuses to lure them in without telling them how dangerous this field is for them. The Navy and other branches of the Military need to tell our youth the facts. We will give you college money if you serve to protect your country. It is not all songs and games. In any branch of the Military, lives can be lost.

the Navy isnt really having as much problems with people joining... its the Marines and the Army that are having the most trouble... the only reason some people wont join the Navy is because they already have a family started and dont want to leave them for months at a time

I would open with the advantages of being in the Navy and stationed on a ship, rather than being deployed on the ground during any military operation. I think the statics speak for themselves. The USS Cole had the most recent casualties resulting from any type of attack that I can recall. And considering the current situation in Iraq most people interested in enlisting would have to find that reassuring.
