It depends on where you are.
In Montreal, the speech is almost like French slang. Therefore it would be the informal, "Où veaux tu manger?"
In France, they are a little (understatement of the year, but anyway...) more uptight, and their speech is very formal. The prior would be considered quite rude. Therfore they say, "Où voulez-vous manger?" or "Où ferait aime vous manger?"
(Where do you want to eat? OR Where would you like to eat?)

Tu is informal (someone that you know well)
Vous is formal (someone that you just met, or someone who is your boss/elder)
Ou voulez-vous manger?
Ou veux-tu manger?
NOTE to LPA
Diner in French is Lunch, so if you say ou veux tu diner, you are asking them where they would like to eat lunch.
People do get mixed up from English to French, because in English we use the word Dinner to mean Supper, but it is not the same in French.
With that said... you are right..
you could say where would you like to eat lunch "Ou veux tu diner?"
or
where would you like to eat supper "Ou veux tu souper?"

According to wikipedia, "French kissing does not necessarily stem from France. The term French Kiss is cited in Private Lindner’s Letters: Censored and Uncensored of 1918" Did you know that in France, they don't call it "French kissing"? "In French, it is simply embrasser avec la langue (literally, to kiss with the tongue) or the slang version rouler une pelle (to roll a shovel), or "rouler un patin" (to roll a skate (as in ice-skate, or roller-skate)), or "pécho", which derives from "choper" ("to catch" in slang)." French is a funny language in that it depends on who you are talking to in how you answer this question.
If you are talking to someone your age or someone whom you know well you can use TU as in
Ou ést-ce que tu veux manger? or
Ou tu veux manger?
but if you are talking to an elderly person or someone whom you do not know well you might be better off saying
VOUS as in
Ou ést-ce que vous voulez manger? or
Ou voulez-vous manger?
but slang being what it is it might be easier just to say MANGER? OU? they will know what ya mean Eat-where, simpler isnt it
