When he goes to the church to collect Miss Sophia's testament and finds only a couple of hogs relaxing on the cool floor and makes this observation to himself.
Well, I guess he meant that folks go to church only when they need to but hogs are more practical.

It could be saying we have freewill and pigs don't, or that we are better/worse than pigs, or it could be something flashy and bad like this New England phrase about nouveau riche-"You can put kittens in an oven, but you can't call 'em biscuits."
