7 years but if the phone company held it say for 3 years and then turned it over to a collection agency then the 7 years starts again .

Statutes of limitations only apply to some crimes, and not even all of those.
A debt lasts as long as the one owed is willing to collect on it. If that phone bill came with late penalties specified in the contract, you may owe a hell of a lot.
If that Ohio wants to collect that bad, you might consider paying it. If they decide to asses penalties and decide to sue, you could end up paying a lot more.

This is out of statute.
Some junk debt buyer is trying to collect from you, you need to send a DV. If there is a notice to appear in Court you must respond with the affirmative defense that the debt is out of statute. They are beyond statute of limitations (SOL) and therefore they are themselves SOL.
