An IQ of 104 lies on the higher side of average (range is 89 - 111).
According to the webpage:
http://www.geocities.com/rnseitz/Definition_of_IQ.html
Article: What Does "IQ" Stand For, and What Does It Mean?
"The average IQ of the population as a whole is, by definition, 100... about 50% of the population have IQs between 89 and 111, and about 80% of the population have IQs ranging between 80 and 120, with 10% lying below 80, and 10% falling above 120."
Please read more, it is an interesting article.

I'm not sure what a "scholastic" IQ is, but if you're talking about regular IQ, then 104 is just above average (average is 100)
however, IQ doesn't really tell you how "smart" someone is.
there are all kinds of intelligence, and IQ is not really an accurate or effective way of measuring it.
IQ is considered very outdated these days. It might be useful for basic overviews and comparisons but it really doesn't carry much weight.

They have average intelligence. Different intelligence quotient (IQ) tests also have different standard point deviations which means a score of 120 on test with a 15 point deviation and a score of 130 on a test with a 25 point deviation is essentially the same score. I think the average test has a 15 point deviation but I'm not sure on that.
Edit:
Melissa YOU ROCK. Good to see a young lady with ambitions. I'm pre-law and my score is 134 (hey you're smarter than me). I guess that career scale you gave makes sense.

That's only "average" and that's the typical IQ that police hire at.
They actually turn away candidates who score higher than that.
There are dozens of law suits against PDs for this.
So NO,.. the police profession DOESN'T want the best and brightest.

well it depends.......................
Yes there are a group of people who will tell you where you rank according to your IQ test..........
but then again, there is more than one way to be intelligent, and if the test makers were open, there is more than one way to see patterns and answers..
Let's look at some of the extremes...
Lincoln was an under-achiever for years at getting elected...
Einstein did not do well in school...
Houdini made the public believe he was invincible...
being socially adept is not scored in an intelligence test...
poetry is written by people of all levels of intelligence..
and kindness doesn't have a rating on the IQ scale...
