When measuring the flour, just don't fill the measuring cup all the way up. It means just less than 2 cups.

Fill it up to 2 cups exactly and them remove 2 tablespoons of flour. Making a cake?

Measure flour like you were going to measure flour that was supposed to be sifted but you werent going to sift.
Take 2 heaping Tablespoons of flour out of each measuring cup of flour.

Fill cup as usual. Remove about 1 to 3 teaspoons. Depending on the recipe you should be able to tell if you need to add a teaspoon or two back.

scant cups of flour...means dont fill them to overflowing...keep it underfilled a bit....good luck with your recipe
