The child safety clasps for toilet seats. Wal-Mart, Toys R Us should have them.

I know a cat that likes drinking out of a bowl left in the shower. A past owner lived in a place with a leaky faucet in the tub so he got in the habit. I am not sure if that cat liked to drink from the toilet but another source of fresh water in the bathroom might distract your cat.

Definitely clasp the toilet shut. Next, I would stick he water near the toilet to let him know what he should be drinking from. Condition him to use his water bowl/dish and then slowly start to move it away from the toilet and the out of the bathroom. My cats know to only drink from two bowls, they don't know what to do when I put them away when I clean or when I'm washing them out. When they know I have a water bowl in my hands they follow me around until I set it down and no matter where I put it down, they only drink from their bowls. Cats are extremely smart animals no matter what anyone says, he'll figure it out just teach him.
Also, you're going to want to pick a larger bowl....not huge though. My cats play in water, oddly enough. To get him adjusted, don't start him off with a tiny bowl of water.
Don't worry my tom cat keeps getting into the bathroom cabinets, he just opens them right up! The other day he went in and apparently went swimming in the Epsom salt....he came out looking like a lavender fresh spotted skunk!

Your cat actually lifts up the toilet seat? You should take him on Dave Letterman when he does, "Silly/Stupid Pet Tricks." Several years back, my cat loved drinking out of the toilet, but I broke her of that habit by putting the seat down so that she would have to drink out of her bowl. But since your cat has the ability to lift up the toilet seat, just shut the bathroom doors.

I know it seems gross and silly, but some cats just do it. Don't sweat it. Kitty won't drink from the toilet if you've left something "mellow" in it, and he'll still occasionally drink from it even though you leave him fresh water. The water in the toilet is probably fresher (and even cleaner) than the water you have for him in his bowl. Unless, of course, it...um, doesn't "appear" clean.

We put a large bowl of water in the bathroom and ever since they seem to ignore the toilet. Someone once told me that they like the stagnant toilet water. They also like a glass bowl preferably large enough to not hit their whiskers while drinking.

He should be fine to drink out of the toilet, as long as it has been flushed and the water is clean. Don't use automatic toilet cleaners, as this will make your cat sick.
Another smart aleck cat in the world!!

my cat used to do the same thing, then I got him a drinkwell filtering water fountain dish . he absolutely love his fountain and now he doesn't drink from the toilet anymore. Maybe use the child safety lock until your cat gets used to the fountain

My cat used to do that, and strangely she just grew out of it. Just make sure he always has fresh clean water, and scold him (never hit) whenever he does. Patience is the key.
