If you have to ask then it is a definite – no.
Wicca is an initiate-only, oath-bound, lineage priesthood; Wicca has no laity only clergy so training and initiation is required as with any other clergy, training and initiation is also required to learn about the beliefs, practices, doctrines, gods and mysteries of those who are Wicca.
The information on Wicca you can find in books or web sites is what is referred to as 'outer-court' teachings, this means information that Wicca can share with those who are not Wicca without breaking oaths. Often this information acts as placeholder to teach the general public what they believe and to teach new coven members before they are initiated and take oaths to protect the 'inner-court' teachings.
For example you will see many books and web sites refer to the gods of Wicca as the Great Mother Goddess and Horned God. These are not the names or identities of the gods that Wicca follow but serve as names to use to explain Wicca without breaking oaths by discussing their gods with those who are not Wicca.
The rede and law of return or rule of three are not followed by all Wicca as they are not necessarily part of their original belief system, often these things are part of 'outer-court' teaching or taught to new initiates as a way to get them to understand their responsibilities – Wicca tend to be more in praise of individual morals and ethics, both the rede and law of return are also commonly misunderstood by those who are not Wicca themselves.
If you follow a belief system that is based upon the 'outer-court' teachings of Wicca or take influences from Wicca you are likely to be considered 'Neo-wicca' this is essentially a belief system as equally valid as Wicca, instead it is a New Age system – i.e. personal spirituality with a basis in one belief system but various influences, some would refer to this as 'Eclectic Wicca' but this title would be inaccurate as this is not Wicca.
This also would not make you Solitary Wicca as some people have suggested, Solitary Wicca means someone who is Wicca so has been initiated into a BTW coven but who is not currently practicing in a coven. It would be seen as offensive to call yourself Wicca without following Wicca.
You could very simply be described as Pagan.
