I am 13 and i am only 4'10 and 1/2 how can i get taller?

People grow while they are sleeping, so the best way to grow taller is to get more sleep.

if you're only 13 don't worry about it. Give it a couple of years and you will get taller. You haven't even hit major puberty yet you still have alot of hormones to go.
