They told me at the shelter that she was "Chihuahua/Terrier". I can see the Chihuahua but can not figure out what else. For a while I was thinking Jack Russell but I don't think that is right. Here are the pics, I tried to get all her "looks". She is about 15 lbs and super soft on the head and ears and has a little thicker fur around the neck.Also note the curled, white tipped tail. I love her no matter what but just have to figure this out!!

I think that she might be toy fox terrier. They are a little bigger than chihuahuas but are just as sweet.

I don't see much Chihuahua in your dog. I think your vet is right about the terrier part. I think, the dog has some Boston Terrier in it, but it also has something with a long nose, maybe Jack Russell. Looks like it could have a good bit of that in it.

To be honest, I can't see the chihuahua here at all, but then it is only one pic, from one angle. Perhaps the head is much more chihuahua when viewed from the side.
Whatever else is there, I would say this dog looks like a border collie x. If there really is chihuahua visible there, that would explain the very smooth hair and short stature. As a chihuahua x, I would be surprised if the rest were terrier, rather than border collie, given the colouring and shape of the head, and even the expression in her eyes. I have seen chihuahua x jrt, and they don't look like that!
Another possibilty is that you have a jrt x border collie, though of course, that wouldn't explain her curly tail! I would need to see more shots of the dog to say more.

Your little Sage looks like Rat Terrier, without the docked tail! I did check your website & your Saucy is definitely a RT! Most people at shelters really don't know for sure what a mixed breed really contains in it's background, so they have to give it good guess.There's no Chihuahua in her....trust me! The reality is....you will never know for sure because you don't have the parentage/bloodlines behind the dog & without proper pedigree... you're out of gas! You love her no matter what..right? That's all that matters.

Well, it's always hard to tell, but some possible breeds are: corgi (either pembroke or welsh), bull terrier, jack russell terrier, drever, Boston terrier, or Japanese terrier.

she is indeed a terrier but no Jack russell she is a rat terrier in which they bred the Jack Russell from I had a Jack Russell that have fatter heads
