It's legal but is it a high priced mutilation? After all, DNA cannot be changed one is either xx or xy and not any surgery can change that.

Don't believe it's mutilation, it's and effort to correct a mis-identification for the person who wants it done. There are instances where a baby is born with signs of both sexes, and the doctor must decide which sex this baby belongs to. It this can show on the outside, how much more can be incorrect on the inside? The above baby is called a morphidite.
