Save your money! Both the above answers are correct. She's just a normal, healthy dog entering puberty. But keep all those horny males away!! They'll try to get her for sure, but she's too young to knock up. No litters until at least the third heat.

not only is a swollen vulva normal, she will bleed for 3 weeks. during this time, she cannot become impregnated.(neither will she allow a male to mount her) it is only during the last few days of estrus, when her discharge is pink or almost non-existant, that she will accept a male. so be extra-careful to keep her secured during thta time. there is absolutely no shortage of beagles!

and, by the way, WHY IS SHE NOT SPAYED? are you aware that the ideal age for spaying is prior to the first heat? this is because the estrogen and other hormones being released in her body WILL increase her risk of mammary cancer. and this risk , as well as the risk for a PYOMTRA (or infected uterus which is often fatal, and which the only cure is an emergency spay which will cost lots more $$$) will rise each time she goes into heat.

talk with your vet... she should be spayed about a week to 2 weeks after she stops showing signs of estrus. (this is because there are certain physiological changed that a female dog's body goes through that makes her more at risk for surgery during estrus than when not)

yes, some redness & puffiness is normal when a dog is in heat, & also some light bleeding, but if it becomes bright red or extremely swollen, you may want to talk to your vet, but just a little swelling is normal

A swollen vulva is one of the many signs of a dog being in heat. She will also bleed which can be messy so be ready for that as well
