I'm a dual national and I usually still travel on my US passport. However, it's sometimes easier or cheaper to get visas for some places with my other passport. I also use my other passport to go thru the EU lines quickly when I transfer in Europe.
If you are a dual (or multi) national, US law requires that you enter and exit the US on your US passport. Once you're away from US territory, you can you use whichever you want.

If he is a legal US resident, he would use a US passport. Some countries allow dual citizenship, but not all, so whether s/he would be entitled to use the passport of the birth country depends entirely on which country it was.

To get a U.S. passport you must be a citizen of the United States, not just a resident. If you are a citizen of the U.S. and another country I would assume you could have multiple passports.

If I had more than one passport (dual citizenship) I think it would depend on where I was going. If anti-US sentiment was strong, I'd probably use the other passport in that country,
I really do love America (although I do not support all our policies) but I love staying alive too.
I don't know-- do you think that is unpatriotic?

If he's a criminal US resident, he might want to apply a US passport. some countries enable twin citizenship, yet no longer all, so even if s/he might want to be entitled to apply the passport of the beginning usa relies upon fullyyt on which usa it become.
