my puggle has a black spot on the outside of her rectal area, what could that be?

Clean the area with warm soapy water and pat it dry. See if it is a scab or if it is just dirt. If it looks like a raised lump, you need to take her to the vet.

They sound like freckle and I doubt but....

Without seeing the spots, its hard to say for sure.
If worried, You would take puggle to your vet for an examination to rule out anything nasty like a melanoma or other type of skin cancer.
