A persons ability to speak or not speak English well, has no bearing on the intellect.

I understand your point completely.. You are saying that just because someone doesn't speak a language very well, it doesn't make that person stupid or dumb. An American who can't speak German very well, and is going to Germany, isn't stupid just because he can't speak German.. the same goes for any ethnic group who can't speak English well. That does not mean that they are stupid, or dumb.. right? Good point!!
But some people do tend to group those that can't speak English well into the "dumb" category. So they treat these foreigners as stupid minorities.

I think I get it! If I don't speak spanish, than I'm dumber than a mexican or If I don't speak swahili, then i am dumber than a African. I get it, although this means no one is smart, everyone is dumb including you, unless you speak 9 katrillion languages.
