start out just being a friend, find out what he likes to do. Or maybe introduce him to something new. try taking him to the library to get some books or take him to a movie he would like.
Then go to McDonalds afterward and let him get a happy meal.
He probably just wants somebody to pay attention to him. But don't let him get away with misbehaving or anything, set your limits and stick to them.

Never mind how he deals with his parents. That is their fault, not his. Get down on his level. Talk to him about things that interest him and he will listen. Ask him questions about what he wants and likes and he will talk to you. Children are pretty transparent and see adults the same way. They know when they are being played. Do not take disrespect or rudeness from him. It is unacceptable in both adults and children.
Be patient and be there when he needs you. He'll come around. Do fun things with him and think back to what you were like when you were a child.

Positive reeforcement will always work the best. When he does something good give him a treat or do something special for him ( make sure he knows this reward is for his good actions). Then after awhile (it will take time and trust) he will do what you say because he wont want to disappiont you and he will like to please you, then a relationship can build from there.

patience,try to make things fun.positive encouragement when he is doing something good let him know you are proud of him. absolutely no yelling always talk in a calm voice.follow through on everything no matter if its a promise or a consequence.spend alot of 1on1 time w/him especially dad.also alot of family things.good luck
